Drawing inspiration from Eastern Visayas, the region that welcomes one of the country's earliest dawns, Commissioner Apag reflected on a profound truth: while the sun faithfully rises each morning, it can never rise in our place. Every new day offers another opportunity, but only we can choose to live with integrity, pursue our purpose, and make a meaningful difference in the lives of others.

Addressing the graduates, Commissioner Apag emphasized that commencement is more than a celebration of academic achievement. It is the beginning of a lifelong commitment to transform knowledge into wisdom, competence into service, and success into significance. He reminded the Class of 2026 that while a diploma may open doors, it is character, humility, and compassion that sustain trust and create lasting impact.
