National Women's Month Culmination

CHED Chairperson Shirley C. Agrupis remarked that there could be no more fitting way to close the celebration than in the presence of one of the country’s strongest champions of higher education and women’s leadership—a modern-day babaylan like Senator Leagarda.
In her keynote, Senator Legarda underscored that women are already at the forefront of climate action and nation-building—shaping policies, leading programs, and mobilizing communities. She called on CHED, HEIs, and the government to ensure that our systems truly match the courage and competence of Filipino women by building gender-responsive institutions, investing in research that uplifts women’s roles in the blue and green economies, and creating safe, empowering academic spaces where women can lead and thrive.
Because empowering women is not a moment—it is a mandate we must uphold, every single day.
